In this guide, I’ll show you where to find the safe combination for The Flooded City safe, and how to get to the safe.
You come across this safe in the chapter The Flooded City. This is after the part where Ellie steals the boat. You’ll be travelling down some waterfalls and end up being blocked by a shutter.

Exit the boat and head to the area to the left of the shutter. Head up the metal staircase and enter the room. The note with the Flooded City safe code can be found lying next to a dead boxy in the top left corner of the room.
Collect the note and read it to reveal the safe combination. 70-12-64.
Now turn around and head to the other side of the room, but don’t forget to pick up the Journal Entry at the window you pass.
Now move the trolley with boxes on it out he way to reveal a gap that Ellie can crawl through.
Crawl through the gap and jump through the window. Then jump down to the fenced area where you will find the safe. Now enter the code 70-12-64 to get Ellie some much-needed resources.
